This scheme is complete!

Part of the Rowley Regis Towns Fund Programme, the Blackheath Interchange and Public Realm project has been completed to encourage more people to visit Blackheath town centre. The scheme has successfuly reduced traffic speeds and congestion through town centre and created an inviting public space at its heart.

The completed project has delivered:

  • a new bus interchange implemented around Market Place for all Blackheath Town Centre services
  • a landscaped public space in Market Place
  • five new zebra crossings
  • improved and decluttered pavements around Market Place, with some areas widened
  • additional loading spaces located closer to businesses

The project Full Business Case was approved by Government in March 2022, followed by detailed design development and extensive community engagement to ensure the scheme reflected local priorities. 

Construction works commenced on site on 31 March 2025 and were completed in December 2025. Throughout the works, town centre shops and the market remained open, with temporary traffic management in place to minimise disruption.

McPhillips, the main contractor for the project, successfully delivered the scheme, providing regular updates to businesses and traders throughout the construction period.
